Description

Not "art" technically, but again, I'm sure parody is art in some form. So, they decided Megas would elevate Pokemon to the class of LEGENDARY, and it was decided based on looks, popularity, and 'game balance'. Apparently they only factored in the first two with Garchomp.

Where did you find the screenshot at the top of the image? I didn't think GameFreak had laid out a defined selection process for Pokemon that receive Mega Evolutions.
